Economic appraisal standards for planning earthquake early warning infrastructure acquisition

چکیده
Abstract Earthquake early warning systems can reduce potential economic losses caused by earthquakes. However, they are expensive to implement and maintain, as examples from around the word show. These also show challenges in accurately estimating their costs during acquisition phase consequences of poor cost practices. Indeed, current approaches estimates lack consistency a well thought out structure there currently no established standards support planning for EEW systems. This paper argues that capital maintenance important infrastructure ensure financial viability effective management earthquake By comparing selected existing against generic appraisal using data research project which developed tested new system, this provides insights into factors need be considered when As such, it foundation development Standards could help decision makers develop through major investments such and, assist subsequent controlling activities throughout life cycle.

Crowdsourced earthquake early warning
Earthquake early warning (EEW) can reduce harm to people and infrastructure from earthquakes and tsunamis, but it has not been implemented in most high earthquake-risk regions because of prohibitive cost. Common consumer devices such as smartphones contain low-cost versions of the sensors used in EEW. Although less accurate than scientific-grade instruments, these sensors are globally ubiquitou...
متن کاملAutomatic earthquake confirmation for early warning system
Earthquake early warning studies are shifting real-time seismology in earthquake science. They provide methods to rapidly assess earthquakes to predict damaging ground shaking. Preventing false alarms from these systems is key. Here we developed a simple, robust algorithm, Authorizing GRound shaking for Earthquake Early warning Systems (AGREEs), to reduce falsely issued alarms. This is a networ...
متن کاملDecision criteria for Earthquake Early Warning applications
The recent large earthquakes have emphasized the importance of earthquake loss mitigation and how earthquake early warning (EEW) systems can help. An EEW system detects an earthquake initiation based on a seismic sensor network and broadcasts a warning of the predicted location and magnitude shortly before an earthquake hits a site. The typical range of this lead time is around tens of seconds ...

[1] The Japan Meteorological Agency (JMA) has started the practical service of Earthquake Early Warning (EEW) and a very dense deployment of receiving units is expected in the near future. The receiving/alarm unit of an EEW system is equipped with a CPU and memory and is on-line via the internet. By adding an inexpensive seismometer and A/D converter, this unit is transformed into a real-time s...
متن کامل22 Earthquake Early Warning with GPS Data
The combined use of seismic and geodetic observations is now a common practice for finite-fault modeling and seismic source parametrization. With the advent of highrate 1Hz GPS stations the seismological community has recently begun looking at GPS data as a valid complement to the seismic-based methodologies for Earthquake Early Warning (EEW). In the standard approaches to early warning, the in...
